KTX Booking Opens Two Months Ahead From October 1

From October 1, KTX and other Korail tickets go on sale two months before departure instead of one. The Ministry of Land, Infrastructure and Transport and Korail announced it with the rest of a foreign-visitor package; Financial News carried it on September 18, and the English-language Korea Times has the government announcing it on Sunday the 20th. The date that matters either way is October 1.

Anyone who has tried to book KTX as a foreigner will recognize the problem the ministry described. Flights to Korea get bought around two months out. The train underneath those flights could not be reserved until thirty days before departure.

What changes on October 1

The advance sale period moves from one month before departure to two. Financial News writes the scope as "KTX 등 철도 승차권", which covers Korail's ordinary trains alongside the high-speed ones.

Demand is the argument the ministry made. The Korea Times carried the same briefing in English, and the Korean release counts 6.69 million foreign rail passengers between January and August this year, 68 percent above the same stretch of last year.

I went looking for a Korail customer notice that spells the change out day by day. The 보도자료 board and the 공지사항 board at info.korail.com both carry other things, and a Korean-language search for 코레일 공지사항 승차권 예매기간 returned news write-ups rather than a Korail page. Neither board has it as of September 20.

Which leaves a gap I cannot close for you. October 1 might open sales for December 1 departures exactly, or Korail might phase the calendar in across several days. That difference lands squarely on a first-week-of-December trip.

How to book KTX as a foreigner, and what still will not work

Korail runs a foreigner-facing booking page separate from the Korean one, offered in seven languages at the moment, among them English, Chinese, Japanese, Thai and Vietnamese. French, German and Mongolian are being added, which takes it to ten by the end of this year.

Payment deserves a second read before you get on the plane. Visa, Mastercard and UnionPay already go through. WeChat Pay and Alipay do not, and Korail describes the system for them as still in development.

A plain HTTP request to Korail's booking site on September 20 came back as a Korean browser-requirement notice (권장 브라우저: 크롬·삼성인터넷·사파리) rather than the booking screens, so I will not walk you through screens I have not seen. The address is www.korail.com. The app Korail names in its own press releases is 코레일+.

Kim Tae-byeong, the ministry's railway bureau director-general, put the goal as supporting foreign tourists in traveling conveniently to every part of the country rather than the capital region alone, and continuing to build rail services of a global standard that Koreans and foreign visitors alike can feel. The sentence as Financial News printed it runs: "외국인 관광객이 수도권뿐만 아니라 전국 각지로 편리하게 이동할 수 있도록 지원하고, 앞으로도 내·외국인 모두가 체감할 수 있는 글로벌 수준의 철도 이용 서비스를 지속적으로 확충해 나가겠다".

The integration you will be booking into

Something bigger happened a month earlier, and it changes what you see when the window opens. Korail merged the KTX and SRT high-speed operations on September 1, the date the Korea Times puts on the institutional merger, and its September 18 release sets out the result.

Seoul, Yongsan and Suseo now sit in one search.

Before the merger a Suseo departure lived on a separate company's website. Korail says it is supplying roughly 116,000 extra high-speed seats a week, that KTX fares are running about 10 percent lower on average, and that booking in the app went from seven steps to four.

Two smaller items in the same release matter more to a visitor than the headline seat count. Mileage at 5 percent of the ticket price now applies to Suseo departures as well, and a conventional train taken in connection with a KTX leg is discounted 30 percent.

The release also describes a self-transfer feature that lets the passenger pick the transfer station and the connecting train, free-seating cars extended to the Suseo routes, and seat changes made from the app while the train is moving. Wheelchair users can request boarding assistance online. Parking fees at station car parks can be settled in advance through the same app.

Booking two months out when your plans might move

The obvious objection to buying a December train ticket in October is that trips move. The rules in that September 18 release absorb a fair amount of that.

A ticket can be moved to a departure within seven days either side of the date printed on it with no penalty. A refund inside ten minutes of payment carries no fee. If Korail delays a train by 120 minutes or more through its own fault, the compensation is 100 percent of the fare.

Holiday dates run on a different system entirely

None of this applies to Chuseok or Seollal. Korean holiday tickets are sold in their own rounds, on announced days, and they go in minutes. This year's Chuseok round covered trains running September 23 to 27 and opened on September 3.

September 3 and 4 were reserved for passengers aged 65 and over, registered disabled passengers, national merit recipients eligible for transport support, and pregnant passengers. September 7 to 11 was everybody else, a window Korail had widened by two days to five.

That round was members-only, and not just any membership. Korail required a 통합 회원, an integrated account, and told members who had signed up only with SR to convert before the sale opened. Phone booking ran on a holiday-only line, 1544-8545.

What I would do with it

Book the flight and the train in the same sitting, with the Korail tab open next to the airline tab. A Seoul arrival with a Busan leg two days later is the case this change was built for, and the seven-day change rule means the second booking is not a commitment so much as a placeholder you can slide.

The piece I could not settle is whether Korail counts the two months as a calendar date or as a rolling sixty days. At the end of a long month those differ by a day or two.
